Many web companies use outdated techniques and college/uni projects never seem to be 'real world'. It can also be hard as a freelancer to keep up with the latest tech, especially when you may be dealing with smaller clients when you start up - as learning isn't earning. But then again, I have never freelanced. I have found personal projects to be where I ultimately learn the most, and usually bring those skills to my job. There certainly is a lack of options when it comes to being a web designer. Many web companies use outdated techniques and college/uni projects never seem to be ‘real world’.
